No. The PPWR does not require every pouch to be made from mono-material.
A pouch must meet the recyclability requirements that apply to that type of packaging. The complete packaging is taken into account, not just the main material. Mono-material, such as PE or PP, can help make a pouch more suitable for recycling, but it does not automatically guarantee that the packaging meets all PPWR requirements.
